Of course, I assume that the artist was probably trying, in Neo-Cold-War fashion, to mock the US, by "defacing" our esteemed American leaders with negative connotations about baldness ... but the take-home message I personally got out of it was that we need to get some bald LADIES on them bills, too!!

Also, as someone who sees baldness every day, I thought all the faces looked completely recognizable - I barely noticed they didn't have hair!
