Actually so far my dear friends have done this for free! I did offer $35 to a young woman who still insisted to do it for free. If you have any folk in your community from Pakistan or any Muslim community in your area,  there are typically any number of women who do henna tattoos for Muslim holidays, weddings, etc, And you might learn a bit about Islam and that most Muslims are not terrorists! A double bonus. Always cool to know about other cultures and belief systems! If you are in Dallas I can recommend a bunch!
