Even if you don't have dark hair the spots still seem noticable. My hair was blond when I shaved it and I thought the same thing. But the key there is 'seem' and 'thought' most other people only noticed it when I pointed it out, or when they were really close. I still thought they were blind though or just trying to make me feel better.

The reality is that having a shaved head like that is less noticable than having hair with spots in it, but it is noticable to certain point. Like Jack said having a tan helps a bit, but theres really nothing else you can do. So much of all of this is just finding ways to deal with what you got.

Best of luck.
